from Qantas seeking to vary the following Determinations to permit the use of the capacity on the Indonesia route for code sharing between Qantas and Garuda Indonesia.

Invitation for submissions
In accordance with section 22 of the International Air Services Commission Act 1992, the Commission invites submissions about the transfer application.
The closing date for making a submission is 6 October 2023. If you are intending to make a submission, please inform the Director of the Commission, by email (at iasc@infrastructure.gov.au), of your intention to make a submission as soon as possible.

On 20 October 2023, the Commission granted Qantas an extension to provide further information until COB 30 October 2023.
Update: 03-November-2023
The Commission has received a submission from Qantas addressing the additional public benefit criteria (Section 9 of the Minister’s Policy Statement 2018) in support of its application. The Qantas submission may be found here.
The Commission now invites submissions from interested parties about the Qantas application and submission addressing the additional public benefit criteria. Interested parties have until 17 November 2023 to make a submission. If you are intending to make a submission, please inform the Director of the Commission by email (iasc@infrastructure.gov.au) of your intention as soon as possible.

ACCC letter
The Commission has received a letter from the Australian Competition and Consumer Commission (ACCC) in response to Qantas’ variation application. The letter may be found here.
Update: 30-April-2024
On 24 April 2024, the Commission issued Draft Decision [2024] IASC 204d PDF: 429 KB concerning Qantas’ application to vary several determinations, to enable Garuda Indonesia to code share, as marketing carrier, on Qantas operated services on the Australia-Indonesia route. After conducting a review, the Commission proposes not to vary the Determinations in the manner requested by Qantas.

Due to a change in operational circumstances since the application was submitted, Qantas has withdrawn its application to vary several Determinations to permit the use of the capacity allocations on the Indonesia route for code share sharing with Garuda Indonesia.
