On 27 September 2024, the International Air Services Commission (the Commission) issued
Determination [2024] IASC 122 (the Determination) allocating one daily frequency in each
direction to Qantas Airways Limited (Qantas) on the Australia-Japan route to serve Tokyo-Haneda
Airport. Qantas planned to utilise the capacity to operate a third daily service from 30 March 2025,
using Airbus A330 aircraft configured with 297 seats. The Determination includes several
conditions including the requirement for the capacity to be utilised no later than 30 April 2025 or
such other date approved by the Commission.

On 17 February 2025, Qantas wrote to the Commission seeking an extension of the date for the full
utilisation of the capacity from 30 April 2025 until 30 November 2025. In its letter, Qantas advised
that the airline required additional time to commence the service due to operational requirements.

On 27 February 2025, the Commission requested further information from Qantas including its
firm plans to utilise the capacity, which was received confidentially on 26 March 2025.

The Commission issues Resolution [2025] IASC R02 to provide that the capacity allocated under
Determination [2024] IASC 122 is to be utilised from no later than 30 November 2025, or such
other date approved by the Commission. The Commission will continue to monitor the airline’s
ability and firm plans to fully utilise the capacity issued under the Determination.
