On 2 August 2024, the International Air Services Commission (the Commission) issued Determination [2024] IASC 120 (the Determination) allocating to Tasman Cargo Airlines (Tasman Cargo) one frequency per week in each direction to operate dedicated freight services on the Hong Kong route. The Determination includes several conditions including the requirement for the capacity to be utilised no later than 27 October 2024 or such other date approved by the Commission.

On 6 August 2024, Tasman Cargo wrote to the Commission seeking an extension of the date for utilisation of the capacity from 27 October 2024 until 31 December 2024. In its letter, Tasman Cargo indicated that it has made the decision to operate all of its allocated weekly frequencies on the Hong Kong route using its own aircraft and pilots instead of through its wet lease arrangements with Kalitta Air.

As part of its application, Tasman Cargo also stated that due to the time required for it to transition the services, including to hire, train and certify new B767 Captains and First Officers; the airline will need to postpone the commencement of its 7th weekly frequency on the Hong Kong route, as allocated by Determination [2024] IASC 120. The Commission acknowledges the time required for the airline to transition its services to own aircraft operations.

In light of these circumstances, the Commission issues Resolution [2024] IASC R03 to provide that the capacity allocated under Determination [2024] IASC 120 is to be utilised from no later than 31 December 2024, or such other date approved by the Commission. The Commission will continue to monitor Tasman Cargo’s ability to fully utilise the capacity issued under the Determination.
