The International Air Services Commission (the Commission) has received an application
from Qantas requesting an allocation of 2,320 seats of passenger capacity on the Indonesia route. It is planned that Qantas’ wholly-owned subsidiary, Jetstar Airways Pty Limited, will operate services on the route via Cairns-Melbourne-Denpasar and Adelaide-Perth-Denpasar from 1 May and 1 August 2024 respectively. The services are planned to be operated under a through flight number and from/to international terminals, using Airbus A321LR aircraft configured with 232 seats.
Invitation for other applications
In accordance with Section 12 of the International Air Services Commission Act 1992, the Commission invites other applications for capacity on the route.
The closing date for making an application is 1 December 2023. If you are intending to make an application, please inform the Director of the Commission, by email (at iasc@infrastructure.gov.au) as soon as possible.
Update: 13-December-2023
On 12 December 2023, the Commission received an application from Virgin Australia for an allocation of 2,464 seats per week for the operation of two daily services on the Indonesia route
The Commission has now received more than one application for determinations allocating available capacity on the Indonesia route. As there is insufficient capacity for the Commission to make the determinations sought in all of the applications, the Commission will write to both applicants to invite them to address the additional criteria (Section 9 of the Minister’s Policy Statement 2018) in support of their applications.
Once responses have been received, they will be published on the Commission’s website. The Commission will then invite submissions from other interested parties about both applications.

The Commission received additional information from Virgin Australia in support of its application for a capacity allocation.
Additional public benefit criteria
The Commission has now written to both applicants inviting them to address the additional public benefit criteria as set out within section 9 of the International Air Services Commission Policy Statement 2018, by 8 January 2024.

The Commission now invites submissions from interested parties about the airlines’ applications for capacity and their responses addressing the additional criteria.

Update: 13-June-2024
On 12 June 2024, the Commission issued Draft Determination [2024] IASC 113d and Draft Decision [2024] IASC 114d, concerning Qantas and Virgin Australia's applications for passenger capacity on the Indonesia route.
Invitation for submissions
The Commission invites submissions about the Draft Determination and Draft Decision.
Having regard to the commercial interests of the applicants and the time elapsed, to expedite the application process, the Commission has shortened the submission period set out in the administrative procedures to five working days (instead of 10 business days).
The closing date for making a submission is 20 June 2024.

On 25 June 2024, the Commission issued:
- Determination [2024] IASC 113, allocating to Qantas 2,320 seats of passenger capacity on the Indonesia route, subject to certain conditions; and
- Decision [2024] IASC 114, making a decision not to issue a determination in the manner requested by Virgin Australia.
