The International Air Services Commission (the Commission) has received an application

 from Virgin Australia requesting to renew the following:

  • Determination [2017] IASC 117 which allocates to Virgin Australia 720 seats per week on the Vanuatu route and permits the use of the capacity for code share services with Singapore Airlines and Etihad Airways. 
  • Determination [2017] IASC 121 allocating to Virgin Australia 180 seats per week on the Vanuatu route and permits the use of the capacity for code share services with Singapore Airlines and Etihad Airways. 


Concurrently Virgin Australia is requesting to vary Determinations [2017] IASC 117 and [2017] IASC 121, and any subsequent renewals made under Determinations [2017] IASC 117 and [2017] IASC 121, to permit the use of capacity for code share services with Qatar Airways.

Invitation for other applications and submissions

In accordance with section 12 of the International Air Services Commission Act 1992, the Commission invites other applications for capacity on the route. In relation to the variation of conditions, the Commission invites submissions about the transfer application in accordance with section 22 of the Act.

The closing date for making an application and/or submission is 2 March 2023. If you are intending to make an application or submission, please inform the Director of the Commission, by email (at iasc@infrastructure.gov.au), as soon as possible.

Update: 27-March-2023

On 24 March 2023, the Commission issued Decisions [2023] IASC 202 and [2023] IASC 203, varying Determinations [2017] IASC 117 and [2017] IASC 121 to permit Qatar Airways to code share on Virgin Australia services on the Vanuatu route and removing the conditions that permit the capacity to be used by Etihad Airways and Tiger International Number1. The permission is valid for the duration of the Determinations commencing from the date of issue of these decisions.

Update: 17-April-2023

On 14 April 2023, the Commission issued Renewal Determination [2023] IASC109 allocating to Virgin Australia 720 seats of capacity per week on the Vanuatu route, subject to certain conditions. The determination permits Virgin Australia to provide code share services with Singapore Airlines and Qatar Airways. The determination is valid for five years from 10 July 2023.

On 14 April 2023, the Commission issued Renewal Determination [2023] IASC 110 allocating to Virgin Australia 180 seats of capacity per week on the Vanuatu Route, subject to certain conditions. The determination permits Virgin Australia to provide code share services with Singapore Airlines and Qatar Airways. The determination is valid for five years from 1 August 2023.
