The International Air Services Commission (the Commission) has received an application [PDF: 217 KB] from Qantas seeking the issue of a new Determination allocating two additional frequencies (return) per day on the Japan route to operate between Australia and Tokyo’s Haneda Airport.

Invitation for other applications

In accordance with section 12 of the International Air Services Commission Act 1992, the Commission invites other applications for the capacity.

The closing date for making an application is 24 September 2019. If you are intending to make an application, please inform the Executive Director of the Commission, by email (at iasc@infrastructure.gov.au), of your intention to make an application as soon as possible.

Update: 25-September-2019

On 24 September 2019, the Commission received an application from Virgin Australia for an allocation of one frequency per day for passenger services during daytime hours on the Japan route to operate to/from Haneda Airport. Virgin Australia’s application [PDF: 692 KB]

Since there are two carriers applying for the same limited capacity, the Commission invites submissions about the applications pursuant to section 12 of the International Air Services Commission Act 1992 and section 7 of the International Air Services Commission Regulations 2018. The closing date for lodging a submission is 2 October 2019. If you are intending to make a submission, please inform the Executive Director of the Commission, by email (at iasc@infrastructure.gov.au), of your intention to make a submission as soon as possible.

Update: 21-October-2019

On 21 October 2019, the Commission issued Draft Determinations [2019] IASC 118d and [2019] IASC 119d [PDF: 311 KB] , concerning Qantas and Virgin Australia's applications for passenger capacity on the Japan (Haneda) route. The Commission proposes to allocate one daily frequency to Qantas and one daily frequency to Virgin Australia to operate passenger services on the Japan route to service Tokyo - Haneda.

On 28 October 2019, the Commission issued:

  • Determination [PDF: 324 KB]  allocating to Qantas Airways Limited one daily frequency in each direction to operate passenger services on the Japan route to service Tokyo-Haneda, and
  • Determination  [PDF: 324 KB]  allocating to Virgin Australia International Airlines Pty Ltd one daily frequency in each direction to operate passenger services on the Australia-Japan route to service Tokyo-Haneda. The capacity may be used by Virgin Australia International Airlines Pty Ltd for the provision of code share services on the Australia-Japan route with All Nippon Airways, subject to certain conditions. 

Both determinations are valid for five years from 28 October 2019.
