Subject: Applying for capacity on the Japan route [PDF: 80 KB]
The Minister for Infrastructure, Transport and Regional Development has announced that the additional capacity of two daily services to operate to Haneda Airport are now available for allocation on the Japan route. The new arrangements will take effect from 29 March 2020. In order for Australian airlines to be awarded slots to operate to Haneda Airport for the 2020 Northern Summer IATA scheduling period, the Commission is working towards allocating these capacity entitlements by 31 October 2019.
In light of the tight timeframe, the Commission is providing the airlines with advance information regarding the application process it intends to follow in relation to the allocation of this additional capacity on the Japan route. It is the Commission’s view that these administrative arrangements are necessary to enable a proper assessment of any applications received in accordance with the requirements of the International Air Services Commission Act 1992, the regulations and the Minister’s Policy Statement.
Comprehensive application
Airlines seeking to apply for capacity on the Japan route to operate to Haneda Airport are advised to provide the Commission with all relevant information to support their application, including addressing:
- the ‘reasonable capability criterion’ in section 8 of the Minister’s Policy Statement;
- the additional public benefit criteria listed in section 9 of the Policy Statement; and
- how the proposed service(s) promotes the object of the IASC Act as provided in section 3 of the Act.
Expediting the application process
To expedite the application process, the Commission will shorten the notification/consultation period set out in the administrative procedures to five working days (instead of 10 business days).
Subject to any compelling circumstances, the Commission will limit the responses allowed to be made to a submission received – for example, if a submission objecting to an application is received, the applicant will be invited to respond to such a submission and no further submissions in reply will be accepted. The period for making such submissions will also be five working days.
