The International Air Services Commission (the Commission) has received an application [PDF: 60 KB] from Qantas seeking to vary the following determinations on the Papua New Guinea route:
- [2011] IASC 132, as amended by [2012] IASC 215;
- [2014] IASC 105; and
- [2016] IASC 110.
Qantas is seeking to vary the above determinations to enable reciprocal code sharing with Air Niugini, planned from 30 October 2016. Under the new free-sale code share arrangements between Qantas and Air Niugini, Qantas plans to use the capacity to code share on passenger services operated by Air Niugini between Port Moresby and Brisbane/Sydney/Cairns, while Air Niugini plans to code share on Qantas-operated services between Brisbane and Port Moresby.
In accordance with section 22 of the International Air Services Act 1992, the Commission invites submissions on the Qantas application.
The closing date for making a submission is 9 September 2016, Friday.

The Commission will assess the application against the public benefit criteria in paragraph 5 of the Minister's Policy Statement and has written to Qantas inviting it to address the paragraph 5 criteria. [PDF: 50 KB]
The Commission will publish the Qantas submission once it is received and invite submissions from interested parties. Interested parties will have 10 working days from the date of notification to lodge their submissions.

The International Air Services Commission received a supplementary application [PDF: 151 KB] from Qantas addressing the paragraph 5 criteria in relation to Qantas' application to vary three determinations on the Papua New Guinea route.
In accordance with section 22 of the International Air Services Commission Act 1992, the Commission invites interested parties to make submissions about the Qantas supplementary application.
The closing date for making a submission is 30 September 2016, Friday.

On 20 October 2016, the Commission issued Draft Decisions [2016] IASC 220d, [2016] IASC 221d and [2016] IASC 222d [PDF: 376 KB] , which propose to vary Determinations [2011] IASC 132, [2014] IASC 105 and [2016] IASC 110 to permit Qantas to provide services jointly with Air Niugini, between Port Moresby and Brisbane and between Port Moresby and Sydney until 30 June 2018.
The Commission invites submissions on the Draft Decisions on the Qantas application.
The closing date for making a submission is Friday, 4 November 2016.

On 16 November 2016, the Commission issued Decisions [2016] IASC 220, [2016] IASC 221 and [2016] IASC 222 [PDF: 996 KB] permitting the capacity to be used for code share by Qantas and Air Niugini on the Brisbane-Port Moresby and Sydney-Port Moresby sectors. The permission is valid until 30 June 2018.
