The Commission has received an application [PDF: 391 KB] from Qantas seeking variations to various determinations on the Indonesia route to effectively consolidate its multiple determinations on the route.
Qantas holds 10 determinations on the Indonesia route which allocate a total of:
- 14,468 seats of capacity per week for the exercise of third and fourth freedom traffic rights; and
- 2,146 seats with 12 frequencies per week, beyond Indonesia, seven of which may serve Denpasar.
Additionally, Qantas holds Determination [2013] IASC 135 which allocates unlimited passenger capacity on the route between points in Australia, except Sydney, Melbourne, Brisbane and Perth and points in Indonesia, valid for 10 years.
The proposed variations
Qantas requests a variation to Determination [2013] IASC 115 to increase the allocation to a total of 14,468 seats per week and beyond Indonesia to 2,148 seats and 12 frequencies, seven of which may serve Denpasar. Qantas, in effect, proposes to consolidate its 10 determinations on the Indonesia route.
Qantas further seeks to vary the following determinations to amend their expiry dates to the date when the variation to Determination [2013] IASC 115 takes effect, should a variation be granted by the Commission:

Submissions invited
In accordance with section 22 of the International Air Services Commission Act 1992, the Commission invites submissions about Qantas’ proposed variations. The closing date for notice of intention to make a submission is COB (i.e. 5 pm) on 11 November 2013, with the submission due by COB 18 November 2013.
If no notice of intention is received by COB 11 November 2013, the Commission may proceed to make a decision.
Update: 04-February-2014
On 3 February 2014, the Commission issued Decision [2014] IASC 201 [PDF: 1606 KB] consolidating all of Qantas' capacity on the Indonesia route into [2013] IASC 115, by varying that determination.
